به دلیل نیاز رو به رشد استفاده از گاز و انرژی الکتریکی، برنامه ریزی توسعه شبکه های برق و گاز از اهمیت زیادی برخوردار است. در بسیاری از کشورها بخش بزرگی از تولید انرژی الکتریکی بر عهده واحدهای حرارتی است. همچنین نیروگاه های گازسوز با توجه به توسعه مخازن گاز و گسترش استفاده از تکنولوژی گاز شیل توجهات زیادی را برای توسعه شبکه برق به خود اختصاص داده اند. موضوعی که بر اثر نفوذ بیش از پیش نیروگاه های گازسوز در شبکه برق پیش می آید، هماهنگی شبکه های برق و گاز در آینده است. بر این اساس نیاز به طرحی است که با در نظر گرفتن محدودیت ها و قیود فنی، توسعه هر یک از دو شبکه را به نحوی برنامه ریزی نماید که با یکدیگر هماهنگ باشند، از سرمایه گذاری بی مورد جلوگیری شود و در عین حال استقلال فعلی این دو شبکه از یکدیگر لحاظ شود. موضوع اصلی این پژوهش برنامه ریزی هماهنگ توسعه شبکه های برق و گاز از دیدگاه دو نهاد مستقل شامل بهره بردار شبکه برق و بهره بردار شبکه گاز است. در این رساله، ابتدا توسعه شبکه های برق و گاز به روش توسعه متمرکز مدل سازی شده است. سپس با تجزیه بهینه سازی و تبدیل بهینه سازی متمرکز به غیرمتمرکز با استفاده از روش ADMM، دو بهره بردار شبکه های برق و گاز برای آینده شبکه خود برنامه ریزی می کنند و در عین حال با کمترین به اشتراک گذاری اطلاعات با یکدیگر هماهنگ می شوند. این مدل در شبکه های برق و گاز سه استان خراسان رضوی، جنوبی و شمالی اعمال شده و نتایج با نتایج حاصل از روش های رهبر-پیرو و توسعه مستقل مقایسه شده و در ادامه تحلیل حساسیت انجام شده است. با توجه به اینکه این مدل بهینه-سازی غیرخطی است، روابط خطی سازی شده و مدل صحت سنجی شده است. همچنین با در نظر گرفتن نرخ خروج اضطراری اجزا، این ریسک با استفاده از CVaR مدل سازی شده و نقش سوخت دوم در کاهش ریسک بررسی شده است. با ارزیابی ریسک، تعادلی میان هزینه سرمایه گذاری و ریسک مورد قبول برقرار شده است. مدل مبتنی بر ریسک بر روی شبکه های برق و گاز سه استان خراسان رضوی، جنوبی و شمالی مورد ارزیابی قرار گرفته و با در نظر گرفتن فرض های مختلف، تاثیر شرایط اضطراری در نتایج توسعه، ذخیره سوخت دوم مورد نیاز در نیروگاه های مختلف، تاثیر در نظر گرفتن بهره بردار ریسک پذیر و یا ریسک گریز در هر یک از شبکه های برق و گاز و همچنین تاثیر سطح ریسک قابل قبول توسط هر یک از بهره برداران شبکه های برق و گاز بر نتایج توسعه مورد ارزیابی قرار است.

Because of the growing need for gas and electricity, expansion planning of electricity and gas networks is of great majority. In many countries, thermal units play the key role in electricity generation. Besides, gas-fired power plants have attracted attention for the expansion of electricity network due to the advances in gas storages and shale gas technology. Increasing influence of gas-fired power plants in the electricity network emphasizes the coordination of electricity and gas networks in the future. Accordingly, there is a need for an expansion plan that draws the expansion plan of each of the two networks in a coordinated way so as to prevent over investment and maintain their privacy while taking technical limitations and constraints into account. In this research, expansion planning of electricity and gas networks is coordinated from the perspective of two independent entities, including the operator of the electricity network and the operator of the gas network. Firstly, integrated expansion planning of electricity and gas is modeled. Then, it is decomposed to a decentralized optimization using the ADMM method in which, the two operators plan for the future of their network with the least sharing information. This model has been applied in electricity and gas networks of three provinces of Khorasan and the results have been compared with the results of the leader-follower and independent expansion planning methods followed by a sensitivity analysis on the results. Due to the fact that this model is a non-linear optimization, equations are linearized and the model is validated. Also, considering the emergency outage rate of components, this risk is modeled using CVaR and the role of the second fuel in reducing the risk is investigated. By assessing risk, equilibrium between investment cost and acceptable risk is established. The risk-based model has been evaluated on the electricity and gas networks of the three provinces of Khorasan and the impact of emergency conditions, required second fuel storage and the impact of the risk-taking or risk-aversing operators on expansion results is assessed considering various assumptions.
