در سال های اخیر به دلیل حکمرانی و مدیریت نامناسب منابع آب، افزایش تقاضا، توسعه صنعتی و کشاورزی و تخصیص نامتعادل آب به مصارف مختلف، مدیریت حوضه های آبریز با چالش های بسیاری مواجه شده است. پایش و ارزیابی مدیریت آب، یکی از ارکان اصلی مدیریت بوده و بخشی ضروری از فرآیند پیاده سازی و اجرای برنامه ها و پروژه ها محسوب می شود. برای ارزیابی یک سیستم نیاز به مجموعه ای از شاخص ها است که بتواند یک سامانه را از جنبه های مختلف بررسی نماید و انعکاس دهنده مسائل حال و یا بیان گر ناپایایی در آینده باشد. در حقیقت، شاخص ها ابزاری قوی برای تصمیم گیران و مدیران آب در سطح حوضه های آبریز، به منظور فهم نقاط ضعف و قوت تصمیمات بوده و همچنین سبب اتخاذ سیاست های مناسب برای بهبود مدیریت منابع می باشند. پژوهش حاضر با هدف بررسی و انتخاب شاخص هایی منطبق بر مؤلفه های پایایی (شامل اقتصادی، اجتماعی، محیط زیستی و نهادی) در ارزیابی مدیریت آب در مقیاس حوضه آبریز و ارائه یک چارچوب مفهومی برای ارزیابی مدیریت آب انجام شده است. روش پژوهش بر مبنای توصیفی- پیمایشی و با ابزار مصاحبه و پرسش نامه بوده است. پس از بررسی و استخراج شاخص های اولیه، از طریق برگزاری نشست های متعدد و تبیین مسئله و بررسی شاخص های متعدد، شاخص های پایایی از طریق پرسش نامه های دلفی جمع آوری و با استفاده از روش دلفی فازی مورد تجزیه و تحلیل قرار گرفتند. الگوی ارائه شده متشکل از 202 شاخص مدیریت آب بر مبنای تعریف چهار مؤلفه پایایی در مقیاس حوضه آبریز بود. در مرحله اول، بررسی و انتخاب شاخص ها با هدف حذف شاخص های با مفهوم مشابه و گزینش شاخص های متناسب با معیار SMART مد نظر بود. در مرحله دوم، بررسی شاخص ها بر اساس متناسب بودن هر شاخص برای استفاده در مقیاس حوضه آبریز مطرح بود. در مرحله سوم، شاخص های نهایی از بین شاخص های باقیمانده در مرحله دوم انتخاب شدند تا با در نظر گرفتن مؤلفه های پایایی مورد تحلیل قرار گیرند. نتایج نشان داد که از 202 شاخص بررسی شده، 25 شاخص مطابق با حداقل سه مؤلفه پایایی، 35 شاخص دو بعدی (مطابق با دو مؤلفه) و شش شاخص یک بعدی (تنها مطابق با یک مؤلفه) هستند. در بخش دوم این پژوهش چارچوب مفهومی ارزیابی بر اساس هدف، مؤلفه ها، معیار ها و شاخص ها که شامل چهار مؤلفه، 11 معیار و 25 شاخص بود، تدوین شد. به این منظور از نظرات گروه های مختلف به عنوان تصمیم گیران از جمله مدیران دستگاه های اجرایی، خبرگان بخش آب، استادان دانشگاه و افراد دارای تخصص های متنوع در زمینه علوم اقتصادی، اجتماعی، محیط زیستی و نهادی استفاده شد. در بخش سوم روش شناسی ساخت شاخص ترکیبی ارائه و برای هر مؤلفه یک شاخص ترکیبی تعریف شده و سپس یک شاخص ترکیبی نهایی پیشنهاد شد. در بخش آخر به پیاده سازی چارچوب ارزیابی و ارائه شاخص ترکیبی در محدوده مطالعاتی مشهد پرداخته و مدیریت آب در این محدوده از لحاظ پایایی مورد تحلیل قرار گرفت. بر اساس تحلیل های صورت گرفته، محدوده مطالعاتی مشهد از نظر پایایی بر اساس مقدار شاخص محاسبه شده (361/0) در دسته بندی پایایی پایین قرار گرفت. پیشنهاد می شود با توجه به محدودیت دسترسی به برخی داده ها، در پژوهش های بعدی بانک اطلاعاتی متناسب با چارچوب ارزیابی در فواصل زمانی معین ایجاد و توسعه یابد و اگرچه چارچوب فوق خط و مشی کلی برای ارزیابی مدیریت آب را ارائه می کند، بایستی برای تکمیل و بهبود آن مطالعات مستمر انجام گردد.

In recent years, water resources management has faced many challenges due to poor water governance and management, increasing demand, industrial and agricultural development and unbalanced water allocation for various uses. Monitoring and assessment of water management is one of the key pillars of management and an essential part of the process of implementing programs and projects. To assessment a system requires a set of indexes that can examine a system from different aspects and reflect current or future sustainability issues. In fact, indexes are a powerful tool for decision makers and water managers at catchment level to understand the strengths and weaknesses of decisions and also to adopt appropriate policies to improve resource management. The purpose of this study was to investigate and select indexes that are compatible with reliability components (including economic, social, environmental and institutional) in the assessment of water management at catchment scale and provide a conceptual framework for water management assessment.The research method was descriptive-survey based on interview and questionnaire. After analyzing and extracting the initial indices, by conducting multiple sessions and explaining the problem and examining multiple indices, sustainability indices were collected through Delphi questionnaires and using fuzzy Delphi method. The proposed model consisted of 202 water management indices based on the definition of four sustainability components in the catchment scale. In the first step, the selection of indexes was aimed at removing indexes of similar concept and selecting indexes that fit the SMART criterion. Secondly, the assessment of the indexes was based on the suitability of each index for use in the watershed scale. In the third stage, the final indexes were selected from the remaining indexes in the second stage to be analyzed with regard to the sustainability components. The results showed that out of the 202 indexes examined, 25 indexes consisted of at least three sustainability components, 35 two-dimensional indexes (two components) and 6 one-dimensional indexes (one component only). In the second part of the study, a conceptual framework for assessment based on purpose, components, criteria and indexes was developed which included 4 components, 11 criteria and 25 indexes. For this purpose, we were used as decision makers including executives, water sector experts, university professors and people with diverse expertise in economic, social, environmental and institutional sciences. In the third section, the methodology of composite index construction is presented and a composite index is defined for each component and then a final composite index is proposed. In the last section, the implementation of the assessment framework and the presentation of a composite index in the Mashhad study area were investigated and water management in this area was analyzed in terms of sustainability. Based on the analysis, the study area of Mashhad was classified as low sustainability based on the calculated index value (0.361). It is recommended that due to the restriction of access to some data, future research will be developed in accordance with the assessment framework at specified intervals and although it offers a general framework for water management assessment. There should be ongoing studies to complete and improve it.
